Amends the Neighborhood Enterprise Zone Act to expand eligibility for neighborhood enterprise zone certificates by allowing applications to be filed up to 6 months after a building permit is issued, rather than requiring applications before permit issuance.

Adds 10 new exceptions (subsections 2(a) through 2(j)) allowing late applications for specific facilities in zones designated during particular years, with building permits issued within defined date ranges.

Allows homestead facility owners to apply for neighborhood enterprise zone certificates at any time, without regard to building permit timing restrictions.

Establishes specific effective dates for certificates issued under different amendments, including January 1, 2001 for certain rehabilitated facilities and the first day of the tax year following approval for homestead facilities.

Permits subsequent owners of new facilities to apply for and receive neighborhood enterprise zone certificates for the remainder of the original 12-year term if the original owner did not apply, effective December 31 of the year preceding the application.
