Expands notification distance for zoning hearings from 300 feet to 500 feet for property owners and occupants of structures near subject properties.

Requires local units of government to publish notice of required public hearings in a newspaper of general circulation at least 15 days before the hearing date.

Requires notice to be given to property owners and occupants within 500 feet of the subject property, regardless of whether they are located within the zoning jurisdiction.

For special land use requests requiring discretionary decisions, notice must indicate that a public hearing may be requested by any property owner or occupant within 500 feet of the property.

Allows reviewing bodies to deny, approve, or conditionally approve special land use requests, with decisions documented in a statement of findings and conclusions specifying the basis and any conditions.
