Amends the Motor Vehicle Sales Act (1981 PA 118) to revise definitions of "new motor vehicle," "new motor vehicle dealer," and "proposed new motor vehicle dealer"

Defines "relevant market area" as a 9-mile radius in counties with population over 150,000 or a 15-mile radius in counties with population of 150,000 or fewer, measured from the nearest surveyed boundary lines of dealer locations

Adds definition of "successor manufacturer" to include manufacturers that acquire or assume business of another manufacturer through ownership changes, merger, asset transfer, business termination, product line discontinuance, or distribution system changes

Defines "used motor vehicle" and "used motor vehicle dealer," excluding new motor vehicle dealers that sell used vehicles as part of their regular business

Effective upon enactment only if Senate Bill 1308, House Bill 6099, and House Bill 6100 are also enacted into law
