Creates a new crime for assaulting, battering, or assaulting and battering employees or contractors of public utilities while performing duties or because of their employment status.

Establishes three offense levels: misdemeanor punishable by up to 1 year imprisonment or $1,000 fine for basic assault; felony punishable by up to 2 years imprisonment or $1,000 fine if bodily injury requiring medical attention results; and felony punishable by up to 5 years imprisonment or $1,000-$5,000 fine if serious impairment of body function results.

Defines "public utility" to include providers of steam, gas, heat, electricity, water, cable television, telecommunications, or pipeline services, regardless of ownership structure.

Allows persons to be charged with and punished for other violations of law arising from the same assault incident.

Takes effect October 19, 2010.
