Maintains prohibitions on vehicles with metal or plastic tracks and tires equipped with metal that contacts road surfaces, except for farm machinery and chains used in snow/ice conditions.

Requires the Department of Transportation to establish rules for studded tires that account for extreme winter conditions in Michigan's Upper Peninsula and northern Lower Peninsula.

Establishes minimum tire tread depth requirements: 1/32 inch for motorcycles and mopeds, 2/32 inch for passenger vehicles under 10,000 pounds, and 4/32 inch front/2/32 inch rear for vehicles 10,000 pounds or more.
