Authorizes the state administrative board to convey Camp Sauble correctional facility (40 acres in Mason County) and Adrian training school (55.25 acres in Lenawee County) by quitclaim deed.

Requires the Department of Technology, Management, and Budget to first offer both properties to the respective local units of government (Township of Free Soil and City of Adrian) for 180 days at fair market value or below.

Permits conveyance through competitive bidding, public auction, real estate brokerage, value-for-value negotiation, or sale to local government at fair market or below-market value if local units decline.

Requires any below-market conveyance to local government to restrict use to public purposes only, with state right of reentry and repossession if violated; local governments must reimburse state preparation costs and pay state 40% of profits if property is resold within 10 years.

State retains rights to 50% of gross revenue from oil, gas, or mineral development and reserves all aboriginal antiquities on the properties; net sale revenue is credited to the general fund.
