Establishes the "Organ Donor Leave Act" to authorize leave time for state employees who donate organs.

Allows state employees (excluding classified civil service) to take up to 30 days of leave per calendar year to serve as organ donors.

Requires the Department of Management and Budget to implement and administer the organ donor leave time program.

Ensures organ donor leave does not result in loss of pay, reduction in other leave time, loss of service credit, or negative performance ratings.

Encourages the Civil Service Commission to approve a similar organ donor leave program for classified civil service employees.
