Amends the downtown development authority law to expand the definition of "public facility" to explicitly include heated sidewalks as an eligible use of tax increment financing revenues.

Allows downtown development authorities to acquire, construct, improve, and operate heated sidewalk systems within development areas using captured tax increment revenues.

Maintains all existing provisions regarding downtown development authorities' powers, tax increment financing mechanisms, and eligible obligations for public improvements.
