Adds definition of "senior citizen" as an individual who is at least 65 years old to the Michigan Planning Enabling Act.

Requires master plans to consider the needs of senior citizens as part of the general planning criteria for guiding development in planning jurisdictions.

Clarifies that master plans must satisfy multiple criteria including coordinated and economical development, consideration of jurisdictional character, and promotion of public health, safety, and general welfare.

Expands the scope of what constitutes a "master plan" to include plans adopted under previous planning acts before September 1, 2008, and plans prepared under the current act regardless of their title.
