Adds "senior citizen" definition to the Michigan Zoning Enabling Act as an individual who is at least 65 years old.

Requires zoning ordinances to consider the needs of senior citizens as part of development planning objectives alongside public health, safety, and general welfare goals.

Modifies zoning ordinance requirements to incorporate airport layout plans and airport approach plans into local planning documents when such plans have been filed with the local unit of government.

Establishes that zoning ordinances adopted after March 28, 2001 must consider airport environments and comments from airport managers during the public hearing process.

Clarifies that zoning ordinances adopted before March 28, 2001 need not be consistent with airport regulations, but amendments or variances after that date cannot increase inconsistencies with existing airport plans.
