Amends 1947 PA 336 to restructure the petition process for representation elections in public employee collective bargaining by reorganizing existing provisions into numbered subsections.

Allows petitions for representation elections to be filed by public employees, labor organizations, or public employers alleging a question of representation exists regarding bargaining unit representation.

Requires the commission to investigate petitions and hold a hearing before directing an election if reasonable cause exists that a question of representation exists.

Adds new requirement that the commission must find upon the hearing record that a bargaining unit is appropriate and that a public employer-public employee relationship exists before directing a secret ballot election.

Permits waiver of hearings by stipulation for consent elections but preserves the right to challenge bargaining unit validity later if the public employer-public employee relationship is questioned.
