MI SB1346

Amends Michigan's environmental protection act (1994 PA 451) to revise definitions and provisions related to brownfield redevelopment and environmental cleanup activities in Part 201.

Establishes the Brownfield Redevelopment Board within the Department of Natural Resources and Environment, consisting of the director, the director of the Department of Technology, Management, and Budget, and the CEO of the Michigan Economic Development Corporation.

Clarifies that guidelines, bulletins, interpretive statements, and operational memorandums issued under this part are not legally binding and do not have the force of law.

Restricts natural resource damage claims to those pursued according to scientific and economic validity principles, prohibiting contingent nonuse valuation methods unless specifically approved by department rulemaking.

Requires enactment of SB 1345, SB 1348, HB 6359, HB 6360, and HB 6363 for this act to take effect; approved by Governor December 14, 2010.
