Prohibits manufacturing, selling, or distributing products containing deca-BDE (decabromodiphenyl ether) in Michigan, effective December 31, 2010 for mattresses, upholstered furniture, and electrical/electronic equipment, and December 31, 2012 for all other products.

Exempts motor vehicles, transportation equipment, military equipment, and their components from the initial prohibition, but prohibits these items containing deca-BDE beginning December 31, 2013, with an exception for service parts for vehicles manufactured before that date.

Allows persons in possession of prohibited products on applicable effective dates to sell or dispose of existing inventory and permits transportation and storage of such products for distribution outside Michigan.

Requires annual reporting beginning in 2011 by persons who produced or sold deca-BDE for use in products sold in Michigan, detailing the quantity produced or sold during the prior year.

Amends the Natural Resources and Environmental Protection Act by adding definitions for deca-BDE, octa-BDE, penta-BDE, and PBDE; updates the department name to Department of Natural Resources and Environment; and repeals section 14724.
