Establishes a constitutional convention preparatory commission within 30 days after voters approve a proposal to revise the state constitution under Article XII of the 1963 Michigan Constitution.

Commission consists of 12 members: three appointed by the governor, three by the senate majority leader, three by the house speaker, one by the senate minority leader, and one by the house minority leader.

Commission members serve without compensation until the convention convenes but may be reimbursed for actual and necessary expenses.

Commission shall secure a suitable location at the state capital for delegates to convene, provide staff, equipment, and supplies for convention preparation, and establish means to conduct the convention in virtual or web-based format.
