Establishes eligibility requirements for constitutional convention delegates requiring U.S. citizenship and qualified voter registration in the candidate's district by filing deadline.

Creates a statewide primary election in February following voter approval of a constitutional convention, with separate voting by senatorial and representative districts for party candidates.

Requires candidates to file nominating petitions or pay a $100 nonrefundable filing fee by the tenth Tuesday before the February primary election to appear on ballots.

Directs the election of one constitutional convention delegate per state senate district and per state representative district at the May regular election following primary selection.

Provides procedures for filling vacancies through party precinct delegates or county executive committees, governor appointments for mid-term vacancies, and delegate removal by two-thirds vote of all elected delegates.
