Expands the definition of candidates subject to campaign finance reporting requirements to explicitly include candidates for constitutional convention delegate.

Requires committees supporting or opposing candidates (including constitutional convention delegate candidates) to file complete campaign statements according to specified schedules for pre-election and post-election periods.

Establishes late filing fees for committees that fail to file required statements: $25 per business day (capped at $500) for committees that raised $10,000 or less in the previous 2 years, and escalating fees up to $1,000 for committees that raised more than $10,000.

Imposes criminal penalties of up to $1,000 fine or 90 days imprisonment for candidates, treasurers, or designated individuals who fail to file 2 required statements for more than 30 days.

Allows circuit courts to prohibit a candidate convicted of campaign finance violations from assuming public office or receiving public compensation.
