Prohibits Michigan state and local law enforcement agencies from limiting or restricting enforcement of federal immigration laws to less than the full extent permitted by federal law.

Requires law enforcement officers to attempt to determine immigration status during lawful stops, detentions, or arrests when reasonable suspicion exists that a person is unlawfully present in the United States, with exceptions for ongoing investigations.

Permits law enforcement to transport individuals verified as unlawfully present to federal facilities or transfer points, with judicial authorization required for out-of-state transfers.

Allows Michigan residents to sue in circuit court to challenge any state or local agency policy that limits immigration law enforcement, with civil penalties of $500 to $5,000 per day if violation is found.

Creates a state misdemeanor offense for willful failure to complete or carry alien registration documents, with penalties of up to 20 days imprisonment or $100 fine for first offense, and up to 30 days or $100 fine for subsequent offenses.
