Amends Michigan's personal identification card law to add a fee waiver for individuals released from state correctional facilities within one year of applying for an official state personal identification card.

Requires the Secretary of State to provide applicants with information about anatomical gift donation rights and Michigan's organ procurement organization donor registry, including contact information.

Establishes that enrollment in the donor registry constitutes a binding legal agreement that remains in effect after death, regardless of family members' objections.

Maintains existing identification card requirements including personal information, security features, optional health indicators (blood type, immunizations, medications, deaf designation), and organ donor insignia option.

Sets identification card fee at $10.00 with existing waivers for seniors (65+), individuals with disabilities affecting driving, statutorily blind persons, those with good cause, and those adding/removing organ donor designation.
