Amends Michigan's personal identification card law to add fee waivers for homeless individuals who lack fixed housing or reside in shelters, transitional housing, or temporary institutions.

Expands optional card information to include blood type, immunization data, medication data, and deaf status designations that cardholders may voluntarily add.

Establishes an anatomical gift donor registry system where applicants can indicate willingness to donate organs, with heart insignia displayed on cards and registry information protected from public disclosure.

Requires the Secretary of State to provide applicants with information about organ donation rights, the donor registry program operated by Michigan's federally designated organ procurement organization, and the opportunity to enroll.

Maintains existing card requirements including digital photographic images, security features to prevent counterfeiting, machine-readable codes, and restrictions on fingerprint collection; cards expire four years from issuance date.
