Adds exemption from seasonal weight restrictions (March, April, May) for vehicles transporting heating fuel on roads under local authority jurisdiction, requiring 48-hour advance notice to county road commission and permit issuance.

Establishes permit system for agricultural commodity haulers to bypass seasonal restrictions with 48-hour notification and designated routes, with permit fees limited to administrative costs.

Allows public utility vehicles to exceed seasonal weight limits for emergency work with notification to county road commission, and for non-emergency work with annual seasonal permits requiring minimized use of restricted roads.

Sets interstate highway weight limits at 20,000 pounds per single axle and 34,000 pounds for tandem axles, with 80,000-pound gross vehicle weight maximum, applicable to vehicles transporting agricultural commodities.
