Requires the Department of Transportation to provide technical support, advice, and resources to communities affected by new international bridge crossing projects to negotiate community benefits agreements.

Mandates that the department include community benefits agreement requirements in all requests for proposals for new international bridge crossing construction projects.

Requires the department to consult with a designated nonprofit organization representing the host community during the proposal selection process and consider their advisory recommendations before selecting a winning proposal.

Allows the department to perform contractors' or concessionaires' duties under community benefits agreements if they default on their obligations.

Defines "community benefits agreement" to include sustainable community benefits such as preservation of community resources, job creation and training, economic development, housing programs, air quality improvements, and green development initiatives.
