Requires insurers to provide 2 certificates of insurance for each insured vehicle when issuing an automobile insurance policy under Michigan's Insurance Code.

Allows the Secretary of State to accept transmission of a vehicle identification number in a required format as proof of insurance for vehicle registration purposes instead of a physical certificate.

Establishes that vehicle identification numbers transmitted to the Secretary of State are confidential and may only be disclosed by court order in connection with claims, fraud investigations, or prosecutions.

Permits insurers to provide unparsed data to the Department of State Police as required under Michigan vehicle code section 520a.

Makes it a misdemeanor punishable by up to 1 year imprisonment or a fine of up to $1,000 to supply false information, issue fraudulent certificates of insurance, or use altered or counterfeit certificates.

Ties the bill's effectiveness to the enactment of Senate Bill 1415 of the 95th Legislature.
