Establishes an NLETS-authorized paperless insurance verification system for law enforcement to electronically verify motor vehicle insurance coverage starting October 1, 2009, replacing the requirement to produce physical insurance certificates.

Creates civil infraction penalties for operating a motor vehicle without proof of required insurance under Michigan Insurance Code Chapter 31, with fines not to exceed $50.00 and court costs not to exceed $25.00.

Allows courts to waive insurance violation penalties if the defendant proves valid insurance was in effect at the time of the violation before the citation appearance date, with no fine or costs assessed.

Permits courts to suspend operator's licenses for insurance violations and prohibit vehicle registration renewal or transfer until proof of insurance meeting statutory requirements is submitted to the Secretary of State.

Creates the insurance verification fund within the state treasury to be administered by the Department of State Police for establishing and maintaining the NLETS paperless verification system.
