Requires the Michigan Department of Transportation to provide technical support and resources to help communities affected by new international bridge crossings negotiate community benefits agreements with contractors, developers, and concessionaires.

Mandates that if a contractor defaults on allocated duties, the department or authorized government entity must perform those duties.

Specifies that community benefits agreements must include air quality monitoring, job training and local hiring guarantees, business impact mitigation plans, English language education, park creation, truck route designation, housing assistance for displaced residents, community oversight of construction, and a reserve fund from user fees.

Requires the department to consult with host community nonprofit organizations during project development and receive their advisory recommendations before construction begins, with annual written progress reports to the legislature and host community.

Prohibits contractor payments until the community benefits agreement has been implemented, with requirements phased in over the construction period and fully implemented upon project completion.
