Requires school psychologists to participate in developing, reviewing, and revising educational development plans for pupils receiving special education services, effective July 1, 2011.

Modifies the Michigan merit standard curriculum requirements for high school graduation, including 4 credits in English language arts and 3 credits in science (biology plus chemistry or physics).

Allows personal curriculum modifications for individual students when requested by parents or teachers, with specific conditions for mathematics, social science, health/physical education, and arts credits.

Permits transfer students from out-of-state or nonpublic schools to request additional curriculum modifications if they have completed at least 2 years of high school credit elsewhere.

Requires school districts and public school academies to provide access to required credits through alternative methods such as online courses, postsecondary enrollment, or cooperative arrangements if credits are not offered on-site.
