Changes kindergarten eligibility language from "shall have a right to attend" to "may attend" school in districts without kindergarten programs for children at least 5 years old on the first day of enrollment.

Modifies kindergarten enrollment eligibility in districts that provide kindergarten from "at least 5 years of age on December 1" to "at least 5 years of age on December 31" of the school year of enrollment, effective for the 2011-2012 school year and beyond.

Maintains existing provision allowing children in districts with semiannual promotions to enroll in kindergarten's second semester if at least 5 years old on March 1 of the enrollment year.

Ties the bill's effectiveness to the enactment of Senate Bill No. 1424 of the 95th Legislature.
