Establishes a strategic water quality initiatives grant program providing up to $80,000,000 in grants to eligible municipalities for sewage treatment works, storm water treatment, and nonpoint source projects.

Grants cover no more than 90% of costs to complete loan applications, with a 10% local match ineligible for financing; individual municipalities capped at $1,000,000 total grant assistance.

Creates a state water pollution control revolving fund advisory committee with representatives from engineering, waterworks, business, county, township, municipal, and environmental organizations to evaluate and recommend improvements to the program.

Requires annual reporting by July 1 on grant applications received, awarded amounts, and loan assistance tendered, with reports submitted to legislative committees with natural resources and environment jurisdiction.

Effective date contingent on concurrent enactment of Senate Bills 1345, 1346, and 1348, and House Bills 6359, 6360, 6363, and 6416.
