Amends the Michigan Vehicle Code section 310 to require indication on driver licenses whether applicants are U.S. citizens or legally present non-citizens.

Secretary of state may implement citizenship status designation through a statement on the license, different color issuance, or other suitable method.

Establishes criminal penalties for reproducing, altering, counterfeiting, or forging driver licenses, ranging from misdemeanor (up to 1 year imprisonment/$2,000 fine) to felony charges (up to 10 years imprisonment/$20,000 fine) depending on the underlying offense severity.

Provides exemptions for minors using fraudulent licenses to violate liquor laws and for legitimate business photocopies of licenses used to document identity.

Maintains existing license requirements including portrait format for applicants under 21 years old, landscape format for those 21 and over, anatomical gift donor registry participation options, and emergency medical information designations.
