Amends the Natural Resources and Environmental Protection Act to modify how proceeds from timber sales on state forest and other state-owned lands are distributed.

Allocates 80% of timber sale proceeds to the state treasurer for deposit into the forest development fund and 20% to the county treasurer of the county where timber was harvested for county road and bridge maintenance.

Requires the 20% county allocation to be used specifically for maintaining county roads and bridges in the township where timber was harvested, and specifies this revenue is in addition to existing county road funds.

Mandates annual reports to relevant legislative committees by December 31 detailing acres with site conditions restraining timber sales, applicable site conditions, acreage newly available for timber sale, locations of identified acreage, and departmental plans to address limiting site conditions.
