Allows members or former members of the National Guard to apply for special registration plates displaying a vignette and "national guard" text beneath registration numbers.

Allows members or former members of the military reserve to apply for special registration plates displaying an appropriate vignette preceding registration numbers.

Allows retired or honorably discharged members of any U.S. armed forces branch not otherwise eligible for special plates to apply for plates displaying the specific insignia of their branch of service.

Requires a $5.00 service fee for initial application and $5.00 for renewal; permits disabled veterans to also receive a disability tab with their special plate.

Expands eligible plates for use on motorcycles (for armed forces veterans under subsection 3) in addition to passenger vehicles; makes misuse of special plates a misdemeanor.
