Prohibits posting false or intentionally misleading messages about minors under 18 in public media forums (including the internet) with intent to intimidate, frighten, harass, or cause emotional distress if a reasonable person would find the message damaging to the minor's character or reputation.

Prohibits anonymously posting messages about minors under 18 with intent to intimidate, frighten, harass, or cause emotional distress by concealing identity to mislead others about who posted the message.

Prohibits posting messages urging, recommending, or soliciting minors under 18 to injure or kill themselves, with penalties escalating based on whether serious bodily injury or death results.

Establishes different penalties based on age of offender: minors under 18 face up to 90 days imprisonment or $500 fine for basic cyberbullying; adults 18+ face up to 1 year imprisonment or $1,000 fine, with enhanced penalties for repeat offenses and offenses involving self-harm.

Defines "public media forum" to include the internet and any medium designed to convey information to others, regardless of membership or password requirements.
