Amends 1947 PA 336 (Public Employee Relations Act) Section 10 to revise unfair labor practices for public employers and labor organizations.

Prohibits public employers from requiring non-member employees to pay service fees to a bargaining representative as a condition of hire or continued employment.

Removes language allowing public employers to negotiate agreements requiring all bargaining unit employees to pay service fees equivalent to union dues.

Revises labor organization prohibitions to align with changes to employer obligations regarding service fee collection.

Takes effect only if Senate Bill No. 1467 of the 95th Legislature is enacted into law.
