Provides civil remedies including damages and injunctive relief for violations, with courts authorized to award costs and reasonable attorney fees to prevailing plaintiffs.

Establishes violations as misdemeanors with investigation and prosecution duties assigned to county prosecuting attorneys and the state attorney general.
