Establishes examination requirements for firefighters, with Part 1 testing Firefighter I standards and Part 2 testing Firefighter II standards based on National Fire Protection Association standard no. 1001, 2002 edition.

Requires full-time firefighters to pass both parts of the examination within 12 months of hiring; volunteer and paid on-call firefighters must pass Part 1 within 24 months of appointment.

Exempts firefighters employed as of October 1, 1988, unless they change status from volunteer/on-call to full-time, and exempts firefighters with national certification who were employed in another state or military within the 2 years before hiring.

Requires firefighters who discontinue full-time employment for 5 or more years to retake and pass both examination parts before resuming full-time employment.

Authorizes the council to charge reasonable examination fees not exceeding actual administrative costs and to distribute video training materials (videotape, DVD, or digital formats) to fire departments at no charge, excluding practical demonstrations.
