Changes victim payment allocation from 50% to 100% of money collected from offenders subject to victim payments and other criminal justice fees or costs.

Establishes that once victim payments are fully paid, any additional money collected goes toward fines, costs, supervision fees, and other assessments.

If fines, costs, and assessments are fully paid first, any additional money collected goes toward remaining victim payments.

For state law violations, prioritizes payment in this order: minimum state cost, other costs, fines, probation/parole supervision fees, then assessments and other payments.

For local ordinance violations, prioritizes payment in this order: minimum state cost, fines and other costs, then assessments and other payments.

Takes effect only if Senate Bills 1469 and 1471 are also enacted into law.
