Expands eligibility for crime victim compensation awards to include funeral services providers seeking reimbursement for deceased victims' funeral expenses.

Establishes that health care providers and funeral services providers are exempt from the minimum out-of-pocket loss requirement of $200 or 2 weeks' lost earnings.

Maintains existing eligibility criteria for direct victims, intervenors, and specified family members (spouses, parents, grandparents, children, siblings, grandchildren, and household members).

Preserves existing ineligibility provisions that bar persons criminally responsible for or accomplices to the crime from receiving awards.

Allows the commission to waive minimum loss requirements for retired persons and victims of criminal sexual conduct in the first, second, or third degree.
