Amends Michigan election law (1954 PA 116, MCL 168.269) to establish procedures for filling vacancies in county road commissioner offices.

Requires that when a vacancy occurs in a single-member county road commission district, a qualified person from that specific district must be appointed by the county board of commissioners to fill the vacancy.

Specifies that appointed commissioners must take the oath of office, provide bond as required by law, and serve for the remainder of the unexpired term until a successor is elected and qualified.

Provides that if the next general November election is more than 182 days away and is not the election where a successor would normally be chosen, the appointed commissioner serves only until a successor is elected at the next general November election.

Contains a tie-bar provision making this act effective only if Senate Bills 1108, 1109, 1110, 1476, and 1477 are all enacted into law.
