Establishes a prison industry enhancement certification program under federal law (18 USC 1761(c)) allowing the Department of Corrections to contract with private enterprises for inmate manufacturing and service work, including casket manufacturing for indigent burials.

Requires inmates in the certification program to receive wages at rates equal to similar work in the locality, with deductions capped at 80% of gross wages for taxes, room and board, family support, and victim compensation (5-20% of gross wages).

Permits the Department to purchase equipment and raw materials for the program, contract with private entities, and sell or exchange products produced under the certification program.

Authorizes the Department to accept obsolete items from businesses for inmate disassembly and sale as scrap, with proceeds credited to the correctional industries revolving fund.

Requires inmate participation in the program to be voluntary with advance agreement to wage deductions and prohibits inmate labor from displacing employed workers in the local region.
