Permits sale of correctional industries products to tax-exempt 501(c)(3) organizations, private businesses manufacturing cut and sewn textiles (if not made in Michigan), and private entities using products made under the prisoner industry enhancement certification program.

Allows agricultural products from correctional farms to be sold to institutions, governmental agencies, or organizations, or distributed without charge to nonprofit charitable organizations and food banks if not otherwise utilized.

Restricts state legislators from directly or indirectly participating in any correctional industries product programs for 2 years after their term of service ends.

Permits use of inmate labor in private manufacturing or service enterprises only if more than 80% of the product is manufactured outside the United States or the service is not performed in Michigan, as determined by the Department of Corrections.

Effective December 17, 2010, contingent on enactment of Senate Bill 1484 of the 95th Legislature.
