Establishes eligibility for veterans receiving U.S. Department of Veterans Affairs health care or financial assistance for long-term nursing or day care to be admitted to state veterans' facilities in Michigan

Allows the board of managers to admit qualified applicants with adequate financial means who pay in advance for their support at rates determined by the board

Requires the board to annually determine per diem maintenance expenses and collect full payment from members with sufficient property or income, with ability to remit charges in whole or part for those without adequate means

Creates a veterans' facilities operation fund in the state treasury to receive payments from members and the veterans' administration, to be used exclusively for operating state veterans' facilities

Permits the board to require applicants to assign any accumulated funds or deposits to cover residual maintenance costs upon death, with remaining balances distributed to spouse, minor children, or dependent parents, or deposited into a posthumous fund if no claim is made within 2 years
