Amends the definition of "solid waste" to exclude precipitated calcium carbonate from sugar beet processing when applied to farmland or forestland for agricultural or silvicultural purposes without requiring a permit or license.

Allows food processing residuals, wood ashes from untreated wood, lime from kraft pulping processes, and aquatic plants to be applied to or composted on farmland or forestland for agricultural purposes or used as animal feed without requiring department approval plans or permits.

Requires land application of these materials to be performed at agronomic rates consistent with generally accepted agricultural practices and in a manner that prevents losses from runoff and leaching.

Imposes a moratorium on the department promulgating rules affecting inert materials until March 1, 2011, with the restriction automatically repealing on that date.
