Requires electric utilities, affiliated transmission companies, and independent transmission companies to construct major transmission lines underground unless the commission determines underground construction is not feasible.

If underground construction is determined infeasible, requires a 330-foot buffer zone between the above-ground portion of the transmission line and any school or residential area.

Directs the commission to adopt best management practices standards for electromagnetic fields from major transmission lines within 6 months, based on latest scientific and medical research, and to report findings to the legislature.

Requires certificate applicants to provide detailed information including route description, alternative routes, costs, public benefits, private benefits, environmental compliance, electromagnetic field effects, and public comments received.

Grants affected municipalities and landowners full intervenor status in commission proceedings and requires the commission to issue or deny certificates within 1 year; certificates expire if construction does not begin within 5 years.
