Amends the Motor Carrier Act to modify exemptions from motor carrier regulations by reorganizing subsection (1)(a) to clarify that household goods and motor vehicles require permits even when operating within limited geographic areas.

Removes the previous subsection (i) exemption for vehicles transporting temporarily disabled vehicles within an 8-mile radius of a city with population of 500,000 or more and renumbers subsequent exemptions accordingly.

Removes the previous subsection (l) exemption for vehicles towing disabled or accident-involved motor vehicles and renumbers subsequent exemptions accordingly.

Corrects cross-reference in subsection (2) from "(1)(n)" to "(1)(l)" regarding the definition of "corporate family" for multi-subsidiary transportation operations.

Maintains all other existing exemptions for government vehicles, farm products, recyclable materials, charitable organizations, and various agricultural and construction-related transportation activities.
