Increases maximum prison sentence for fraud involving $20,000 to $50,000 from 5 years to 15 years imprisonment.

Adds new felony tier for fraud involving $50,000 to $100,000, punishable by up to 15 years imprisonment and fines up to $25,000 or 3 times the value.

Adds new felony tier for fraud involving $100,000 or more, punishable by up to 20 years imprisonment and fines up to $35,000 or 3 times the value.

Allows values from multiple fraudulent incidents within a 12-month period to be combined to determine total value for sentencing purposes.

Clarifies that prior convictions used to enhance fraud sentences cannot be used again to enhance sentences under other recidivism statutes.
