Grants preferred procurement status to community rehabilitation organizations (nonprofits providing employment and training services for people with disabilities), exempting their contracts from standard competitive bidding requirements.

Requires the Department of Management and Budget to purchase goods and services from Michigan-based community rehabilitation organizations under fair market prices established by a committee.

Creates a 6-member committee appointed by the governor to oversee the program, including representatives from the department's purchasing division, Michigan rehabilitation services, the commission on disability concerns, and a statewide nonprofit organization focused on community rehabilitation.

Directs the committee to establish eligibility criteria requiring that the majority of direct labor hours on contracts be performed by individuals with significant disabilities, and to conduct annual reviews of prices and program impact.

Prioritizes goods and services currently purchased from out-of-state commercial businesses first, then in-state businesses, for set-aside purchases exclusively from community rehabilitation organizations if they can meet competitive pricing and quality standards.
