Permits towing firms or custodians receiving vehicles when no public auction bids are received to transfer vehicles directly to dealers as an alternative to obtaining title or holding another auction.

Maintains existing procedures for public sales of abandoned vehicles, including notice requirements, payment priorities for towing/storage charges and abandoned vehicle fees, and distribution of remaining proceeds to secured parties and vehicle owners.
