Establishes Article IV creating a separate registration system for individuals convicted of listed sex offenses before age 17, with different requirements based on age at offense and offense severity.

Individuals under age 14 at time of offense are exempt from registration; those 14-16 may petition court for exemption if offense did not involve aggravating factors listed in Michigan penal code sections 520b-520e.

Creates new juvenile offender database separate from the existing sex offender database, maintained by the department with same registration procedures and fees as adult offenders.

Allows juveniles convicted before October 1, 2004 to petition court for optional registration under new Article IV; juveniles convicted on or after that date between ages 17-20 may petition the court for registration eligibility.

Modifies court petition procedures to require consideration of offender's age and maturity, victim's age, offense nature and severity, prior history, and likelihood of reoffending, with victim notification and participation rights.
