Mandates sellers require valid photo identification from purchasers and maintain sales logs for minimum 6 months with purchaser name, date of birth, sale date, and product details; logs are not public records and cannot be shared for marketing purposes.

Exempts pediatric products for children under 12, liquid pseudoephedrine products with other active ingredients, inconvertible formulations certified by DEA, and prescription medications from these requirements.

Makes violating storage, identification, or recordkeeping requirements a state civil infraction punishable by up to $50 fine per violation.

Prohibits using false or another person's identification to purchase ephedrine or pseudoephedrine products as a misdemeanor punishable by up to 93 days imprisonment or $100 fine, with exceptions for authorized undercover law enforcement and employer enforcement operations.
