Requires school districts, intermediate school districts, and public school academies to adopt and implement a rigorous, transparent, and fair performance evaluation system for all teachers and school administrators with involvement of teachers and administrators.

Mandates annual evaluations with timely and constructive feedback, establishing clear approaches to measure student growth and providing relevant data to educators.

Requires ratings of either "effective" or "ineffective" with at least 50% of the annual evaluation based on student growth, measured by state assessments and potentially supplemented by local assessments and other objective criteria.

Specifies evaluations must inform decisions on educator effectiveness, promotion, retention, professional development, tenure and certification granting, and removal of ineffective teachers and administrators using rigorous and transparent procedures.

Provides teachers with an appeal process to challenge evaluations to the superintendent or intermediate school district superintendent, or to the chief administrator of a public school academy.
