Expresses Michigan Legislature's intent to formulate and adopt a Great Lakes States Homeland Security Compact with neighboring states and provinces.

Proposes creating a Regional Emergency Management Support System (REMSS) with regional implementing entities (RIEs) to strengthen state and local emergency preparedness and coordination across jurisdictions.

Identifies gaps in current federal emergency response capacity, noting the federal government may need 72 hours to respond while individual states lack adequate resources for large-scale national security emergencies.

Authorizes transmission of the resolution to governors and legislatures of Minnesota, Wisconsin, Illinois, Indiana, Ohio, Pennsylvania, New York, Quebec, and Ontario as an invitation to negotiate the regional security compact.

RIEs would maintain resource databases, coordinate interstate exercises, and quickly identify and deploy resources during regional emergencies to supplement existing Emergency Management Assistance Compact (EMAC) activities.
